Rule 7, Principle of perturbation/randomness

To test the boundary/the equilibrium, perturbation is imposed.

When the equilibrium is broken by the imposed perturbation, a new boundary will be created.

The evolution of boundary leads to dynamic equilibrium which inherently embeds the cause of perturbation or vice versa?

Perturbation comes from the inherent randomness of the components of the existing state.
